<br />FLOOD INSURANCE STUDY <br />GRAND COUNTY, COLORADO AND INCORPORATED AREAS <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) revises and updates information on the existence and <br />severity of flood hazards in the geographic area of Grand County, Colorado, including the <br />Towns of Fraser, Granby, Grand Lake, Hot Sulphur Springs, Kremmling, and Winter Park; <br />and the unincorporated areas of Grand County (referred to collectively herein as <br />Grand County and Incorporated Areas), and aids in the administration ofthe National Flood <br />Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. This study has <br />developed flood-risk data for various areas of the community that will be used to establish <br />actuarial flood insurance rates and to assist the community in its efforts to promote sound <br />floodplain management. Minimum floodplain management requirements for participation in <br />the National Flood Insurance Program (NFIP) are set forth in the Code of Federal <br />Regulations at 44 CFR, 60.3. <br /> <br />Please note that the Town of Kremmling is non-floodprone. <br /> <br />In some States or communities, floodplain management criteria or regulations may exist that <br />are more restrictive or comprehensive than the minimum Federal requirements. In such <br />cases, the more restrictive criteria take precedence and the State (or other jurisdictional <br />agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this PIS are the National Flood Insurance Act of 1968 and the <br />Flood Disaster Protection Act of 1973. <br /> <br />Parts of the hydrologic and hydraulic analyses for this study were performed by J.F. Sato <br />and Associates for the Federal Emergency Management Agency (FEMA), under Contract <br />No. EMW-83-C-1165, which was completed in May 1984. <br /> <br />Safeway, Inc., completed construction of a new grocery store along the Fraser River in the <br />Town of Fraser in April 1999. A Letter of Map Revision (LOMR) to reflect the effects of <br />this project was issued on October 31,2000 (Case No. 00-08-114P). <br /> <br />Hydraulic analyses for the Fraser River were performed by Galloway, Romero & Associates <br />(GRA) in September 1997 to insure that the proposed Safeway store was placed outside the <br />IOO-year flood limits and above the Base (l-percent-annual-chance, or IOO-year) Flood <br />Elevation (BFE) for the Fraser River. Some fill was placed in the 1 DO-year floodway fringe <br />in association with the development. <br /> <br />The hydraulic analysis for the Fraser River prepared in September 1997 by GRA was <br />updated in November 1999 based on as-built survey data. <br /> <br />In July 2000, the Colorado Water Conservation Board (CWCB) completed a limited-detail <br />study ofa portion of the Fraser River and three tributary streams to the Fraser River. <br /> <br />In February 1987 the CWCB completed a study of a portion of the Frasier River and <br />Tenmile Creek through Granby, Colorado. <br />
