<br />Colorado Water Conservation Board ("CWCBfI) directs CWCB staff members and the Colorado Attorney <br />General's Office to conduct hearings on weather modification permits. Administrative order 03-04 <br />created in 2004 by DNR Executive Director Russell George again delegates the authority to administer <br />the State of Colorado's weather modification program to the CWCB until revised or rescinded. <br /> <br />SUMMARY OF ADMINISTRATIVE RECORD <br /> <br />In considering and acting upon the weather modification application by North American Weather <br />Consultants, Inc. (NAWC) on behalfofGunnison County and other project sponsors, the following <br />information and materials were taken into account and are incorporated as part of this record. Written <br />testimony and public hearing discussion and comments are all used to aide the CWCB in developing the <br />recommendations to approve, approve with conditions, or deny a request for a weather modification <br />permit application. <br /> <br />1. Exhibit A: Application for Weather Modification Permit, dated July 3,2007, submitted by <br />Don Griffith of North American Weather Consultants (NA WC) on behalf of Gunnison County <br />and other project sponsors. The application included an operational plan, a point-by-point <br />response to the questions in the application and a map of the target area and generator <br />locations. <br /> <br />2. Exhibit B: A list of63 different operational cloud seeding programs that the company of <br />NA WC has been involved in since 1953. <br /> <br />3. Exhibit C: Resume of Don A. Griffith, President ofNA WC that includes 38 years of <br />educationa~ research, and operational experience in meteorology and weather modification <br />programs. <br /> <br />4. Exhibit D: Certificate ofInsurance from the Buckner Company, 6550 South Millrock Drive, <br />Suite # 300, Salt Lake City, UT 84121 providing general liability coverage limits of <br />$2,000,000. <br /> <br />5. Exhibit E: Photocopy of a check for the standard $100 application processing and review fee <br />enclosed in the mailing with the application. <br /> <br />6. Exhibit F: Copy of the Crested Butte News article from July 27,2007 about the Gunnison <br />weather modification permit. <br /> <br />7. Exhibit G: Printout of the CWCB website August 13-17 during the week of the hearing where <br />all the details to participate in the public hearing were posted including the call in number, the <br />agenda, the application, and all the exhibits in PDF format. <br /> <br />8.
