<br />I. Flash flood warnings by the NWS <br /> <br /> <br />generators that reasonably affect that area are suspended. The Permit Holder will become a <br />friend of the CAlC at httD:/Iavalanche.state.co.us/FriendsorcAIC/AboutJFriendsMain.htm and <br />receive email forecasts at 7 AM and 4 PM to aide in making operational decisions. <br /> <br />B. When the National Weather Service (NWS) forecasts a warm winter storm (freezing level >8000 <br />ft.) with the possibility of considerable rain at higher elevations that might Icad to local flooding. <br /> <br />C. When potential flood conditions exist in or around any of the target areas the Permit Holder shall <br />consult with the NWS Flood Forecast Services Office, and if the NWS determines any of the <br />following warnings or forecasts are in effect: <br /> <br />2. Forecasts of excessive runoff issued by a River Basin Forecast Centcr <br /> <br />3. Quantitative precipitation estimation forecasts issued by the NWS that would produce <br />excessive runoff in or around the target area <br /> <br />16. The Permit Holder may request in writing an additional period of operations prior to November 15th <br />or past April 15lh of each season provided that State suspension criteria have not been exceeded and <br />the Project Sponsors and parties have agreed to fund such activities. <br /> <br />17. The Permit Holder shall prepare and maintain the following records and include the following <br />information in annual reports: <br /> <br />A. A daily record of operations, documentation of meteorological conditions for evaluations, <br />information on which seed/no seed decisions are based on, seedling logs of generator operations, <br />daily and total chemical solution used, and information used in avalanche suspension decisions. <br /> <br />B. Copies of the SNOTEL suspcnsion criteria maps hosted on the website of the NRCS Snow <br />Survey Program website for every day prior to and during times that operations are suspended. <br /> <br />C. Copies of emails and reports generated by the CAlC and other sourccs for every day that <br />operations are suspended. <br /> <br />D. An annual report shall be submitted to the CWCB and all Project Sponsors no later than June 30th <br />of each year for the preceding winter's operations. This annual report shall contain an evaluation <br />of the project and any recommended changes. This annual report is subject to changes and <br />requests for additional data and analysis from the CWCB and the Project Sponsors. The annual <br />report will also contain: <br />a. The history, purpose of the program, and areas of activity <br /> <br />b. Summary of all funding and contributions and their source <br /> <br />c. Method of operation, total amounts of chemical solution used <br /> <br />d. Supporting equipment used including weather stations and other meteorological data <br />networks, NOAA-FX NET, NEXRAD radar data and GOES satellite imagery. <br /> <br />4 <br />
