<br />10. The Permit Holder is required to maintain Global Positioning Systems data including latitude, <br />longitude and elevations for each generator location in Microsoft Excel format and keep the <br />in formation current and available to Project Sponsors and the CWCB. <br /> <br /> <br />11. The Pennit Holder has been provided access to NOAA-FX NET which is a known NWS forecaster <br />workstation. The CWCB recommends that the Permit Holder use this workstation to assist in <br />operations as well as obtain graphics and data for inclusion in the annual rcport. <br /> <br />12. The Pennit Holder will keep a seeding log for each generator and merge all seeding logs into an <br />Excel spreadsheet. Detailed accounting and summation of the seeding logs will be in an Excel <br />Spreadsheet and included in the annual report. Annual reports are due before June 30lh of each year. <br /> <br />13. The Permit Holder shall notify to the Colorado Avalanche Information Center (CAlC) and each of <br />the County Emergency Managers in the target arcas each season. The notification will have the <br />contact information of the Permit Holder, details of the operational plan and a map of the program. <br />Copies of those Ictters shall be appended to the annual report. <br /> <br />14. Snowpack snow water equivalent (swe) suspension criteria are required by the State. The Pennit <br />Holder shall suspend seeding operations if at any time the average of the snowpack snow water <br />equivalent, at SNOTEL sites in and near the target area, exceeds the thirty year average defined by <br />the following points: <br />A. 175% of average on December 151 <br />B. 170% of average on January 151 <br />C. 160% of average on February 1st <br />D. 150% of average on March 1st <br />E. 140% of average on April 1 st <br /> <br />The NRCS Snow Survey Program (NRCS) operates a network of about 100 SNOTEL sites in <br />Colorado. The NRCS will map the State snowpack suspension criteria on a daily File Transfer <br />protocol (FTP) site for Colorado. The Permit Holder must check this FTP site daily during times of <br />high snowpack at ftp://fto-fc.sc.egov.usda.lZov/CO/Snow/snow/sitcidaily/co cloud seed.odt: <br /> <br />One SNOTEL site that is nearing seeding thresholds but has not exceeded snowpack swe suspension <br />criteria will not suspend all of operations but will require the Permit Holder to notify the CWCB and <br />Project Sponsors about the conditions via email. If two SNOTEL sites in or near the target are <br />nearing snowpack swe suspension criteria then the Permit Holder will initiatc discussions with the <br />CWCB and Project Sponsors about suspending operations. <br /> <br />If two or more SNOTEL sites in or near a portion of the target area have exceeded the State <br />snowpack suspension criteria then generators that reasonably affect those SNOTEL sites will be <br />suspended until the NRCS mapping shows rcadings below the State suspension criteria. <br /> <br />15. The Permit Holder shall suspend seeding operations if there is any emergency that affects public <br />welfare in the region. Operations in the target area will be suspended until the cmergency conditions <br />are no longcr a threat to the public. Seeding suspensions are expectcd to occur due to one or more of <br />the following conditions listed below. <br /> <br />A. The Permit Holdcr will not suspend operations at the HIGH avalanche danger level defined by the <br />CAlC but will email the CWCB about specific areas of concern. When the avalanche category, <br />determined by the CAlC, in or near a portion of the target area is rated EXTREME seeding <br /> <br />3 <br />
