1. Introduction

This document was prepared by the Regional Management Center VIII (RMC 8) staff of Michael
Baker Jr., Inc. in Lakewood, Colorado. RMC 8 is the local office of the National Service
Provider (NSP) established to support FEMA Region VIII. The NSP is the team of contractors
selected by FEMA to help manage and implement FEMA's Multi-Hazard Flood Map
Modernization (Map Mod).

FEMA has identified Teller County, Colorado for a possible flood map update. The purpose of
this Pre-Scoping report is to aid the scoping effort by providing a collection of background
information of the county and the communities within it. This includes requesting information
via questionnaire from the county and communities and summarizing the current FEMA NFIP
data & demographic data. The new DFIRM and FIS will combine all incorporated and
unincorporated areas of Teller County into a single countywide DFIRM and FIS product. This
Pre-Scoping report was created at the request of FEMA and it will be distributed to any party
requested by FEMA and/or the state.

In addition to this hardcopy report, a digital version of this report is also available. This digital
report contains some additional full table outputs that are too large to include in the printed
report. A third product created during the Pre-Scoping efforts is the WISE Scoping Tool Project.
The digital Pre-Scoping report is uploaded and stored on FEMA's Mapping Information Portal
(MIP) at J:\FEMA \R08\[STA TEj_ 08\[county _ FIPSj\[county _ FIPSj\[project
numberj\R08_RMC\Scoping\_SupportingDocs.
