<br />All new countywide FIRM production will be in Map Initiatives Format (see FEMA's <br />Guidelines and Specifications, Appendix K, Section 1.4 [April 2003]) utilizing digital production <br />techniques to create a new Digital FIRM (DFIRM). In general, countywide mapping must <br />provide seamless coverage within the entire county area. To accommodate this effort, all new <br />panels must be mapped using the same control and grid system as the USGS 7.5 minute quad <br />map. The largest scale DFIRM in this format will be 1 "==2000', which is equivalent to one <br />standard 7.5 minute series quad map. To accommodate smaller scales and more detailed studies, <br />these panels can be further divided info 1 "==1 000' or 1 "==500' scale maps. <br />The proposed DFIRM panel scale is determined from the effective scale of the FIRMs within the <br />county and communities. When the scales do not match, the proposed DFIRM scale will be <br />based on the closest current standard scale (i.e. an effective map at 1 "==400' will be mapped at <br />1 "==500' scale). A 1 "==1 000' scale is proposed for all communities that were previously <br />unmapped. <br /> <br />The proposed panel layout will be finalized during the Scoping Meeting. <br /> <br />7. Leverage Report <br />As part ofFEMA's Map Modernization Plan, a leverage report template has been included in the <br />Pre-Scoping report to document information that will be provided by the community or county. <br />The actual dollar values included in this report are government Blue Book values and not the <br />actual values expended by the community or county in developing the information. This report <br />will be populated at the scoping meeting and as this study progresses, there is a potential that <br />additional leverage will be identified and added to the report. The Leverage Report is provided <br />in Appendix G. <br /> <br />8. Potential Obstacles <br />The potential obstacles for this project will be determined at the scoping meeting.
