We recommend Alternative 1 with a 25-yr. design capacity for the North <br />Central Area. Alternative 2 is strongly discouraged because it does not provide a pipe <br />outfall from the low lying area and the area would be subject to much greater risk of <br />flooding in the event of inadvertent overflows from the nearby Brush Lateral. <br /> <br />South Railroad Area <br />For the South Railroad Area one alternative was considered. The stormwater system cost <br />is relatively high for both the 10-year and 25-year alternatives. Due to the relatively high <br />cost of the alternative, no improvements are recommended as part of the Storm Drain <br />Master Plan. If street improvements are made in that area, there may be a potential to <br />reduce intersection or other local flooding in select areas as part of future street <br />improvements. <br /> <br />Lincoln/Mill Street <br />The Lincoln/Mill Street Basin is a very large basin with potential overflows to several <br />other basins. Alternative 1 conveys stormwater from the Basin out of the area but has a <br />very high cost of $8.5 to $9.0 million. Altemative 2 includes a local retention pond at <br />much lower total costs. Given the very large size of the basin (264 acres) and the <br />potential for overflows and resulting damage to other basins, Altemative 2 with a design <br />storm of 100-years is recommended. <br /> <br />The total cost of the recommended improvements for all areas is approximately $6.5 <br />million.
