A discussion of alternatives considered in
each area is provided below.

Clayton Street/Downtown Area
In the downtown area, the existing street crown is relatively high in several areas due to
the placement of several paving overlays over the years. This condition results in a very
low conveyance capacity of the curb and gutter (the ability to convey water away from
the paved area to drainage inlets with a reasonable flow depth). The cost estimates for the
downtown area include costs for asphalt removal and repair associated with the storm
sewer trenches and also include costs for removal of asphalt and concrete pavement and
replacement of asphalt in Clayton Street from North Railway Street to Edmunds Street to
reduce the adverse affects of the high crown in that area. The costs for the asphalt and
concrete removal and asphalt replacement are included in the total costs for each
alternative in the Clayton StreetIDowntown Area but are listed separately under
"Regrading of Clayton Street, N. Railway to Edmunds Street" in the construction cost
opinions in Appendix B.

Four alternatives were considered for the Clayton Street/Downtown Area.

Alternative 1 consists of construction of street grading, additional storm sewer inlets and
storm sewer in South Clayton Street and East Edmunds Street and construction of a
retention pond north of East Edmunds Street and east of Curtis Street as shown on the
attached drawings included with this report. This altemative was noted as Alternative 1 in
the previous Carter Burgess study. Total costs for this alternative are approximately $1.2
million, $1.5 million and $1.9 million for the 10-year, 25-year and 100-year design
options respectively.

Nolte Associates,Inc.

8
