~ro assist these efforts, ilnplelnentation of the proposed project will include the collection of specific, and
where possible, detailed inform ation regarding how Colorado's water utilities, In unicipalities, and special
districts are positioned with respect to:

.

Current understanding of water conservation;
Organizational technical and financial assistance needs; and
Current and future ,vater supply ,,,vater conservation, and drought planning needs, in general.

.

.

Our work includes several important related objectives. First, we expect our outreach and education efforts
will provide an extrelnely useful supplement to the several ",rater resource planning and outreach activities the
CWCB and Department of Natw'al Resources currently have underway, including Phase II of the Statc\vide
Water Supply Initiative (SWSI) and the I-IB 05-1177 BasinRoundtables~ We expect issues that have been
raised in these meetings will inform the agenda of the proposed \vorkshops and [oruIDs and that the data,.
materials, discussions, and other outcomes from the workshops and forulnsvvill provide useful information to
be integrated as source material in later SWSI Phase II and Basin Roundtable Ineetings.

Second, we plan to help the Colorado water COllllTIUnity reach greater consensus on a consistent set of
definitions and nomenclature regarding ,\'ater conservation, including all its related terms. In close
coordination with Office staff, "ve hope to further the development of a consistent set of terlns and deflnitions
for use all across Colorado, as "veIl as an overall message regarding the processes and value of efTective ,vater
conservation programs.

Third, \ve plan to share and explain Inany ne\v additional sources of information-including the Best
Management Practices recently adopted by the Metro Mayors' Caucus, recent research performed on the
subject of econom.ics and effectiveness of "vater use efllciency and "vater conservation programs, and data
generated from the recent experience of several major\ovater providers. For example, several cities and
experts have begun to develop data on the cost in dollars per acre-foot saved by indoor appliance replacelnent
programs. These data, studies, and other In aterial s will be provided as resources to\vater planners through
the technical "\vorkshops and forums, forwarding the most current understandillg of "vater conservation-
both from a scientific and praglnatic vie"\vpoint.

To achieve our goals alld objectives, we have begull the process ofedllcatioll alld outreach at
five locations within Colorado includillg Douglas Count)r, Pueblo, Alamosa, GUIlnison and
Glenwood Springs. Through these "rorkshollswe have achieved the following:

. Engaged and educated over 150 individuals including State Legislators, Congressional Melnber's staff,
County Commissioners, County Planners,. City Council Melnbers and\\'ater resources and
conservation managers from across the state;
. Collected survey infonnation from five different major river basins regarding water provider
technical and financial assistance needs;
. Initiated meaningful discussion ,vith selected State Legislators regarding future legislation; and
. Established the benefit and need for this kind of education and outrea.ch statewide.

We are therefore proposing to continue the Water Conservation Workshops in t\\'o additional venues in the
North Front Range to continue the process of expanding the level of consistent messaging, inforlnation, and

5
