The Douglas <br />County IMGS outlines the structure and process for the coordinated, systematic delivery <br />of public safety services in accordance to a major disaster or emergency in Douglas <br />County. <br /> <br />The incident management structure described in the Douglas County IMGS is based on <br />the National Incident Management System (NIMS) and the National Response Plan <br />(NRP). The NIMS and NRP were established in response to the Homeland Presidential <br />Directive 5 (HSPD-5) by the United States Department of Homeland Security. The <br />system provides a consistent nationwide approach to prepare, prevent, respond to, and <br />recover from domestic incidents. <br /> <br />listed below are the Douglas County departments/agencies that were interviewed along <br />with a summary of the major roles that they have with respect to flood related <br />responsibilities within the project area. <br /> <br />. Emergency Services Division <br />Serve as an advisor to the Multi-Agency Coordination group (MAC) on <br />implementation of the IMGS and Incident Command System (ICS) <br />framework. Assist with the coordination between the Emergency <br />Operations Center (EOC) personnel and support agencies. Maintain the <br />Douglas County IMGS. Assist towns, special districts, business and <br />industry in emergency preparedness and the coordination of response <br />and recovery activities. Monitor information on potential, developing and <br />in progress flooding events and provide notification of potential or pending <br />flooding events. Provide information on the status and progress of flood <br />response and recovery activities. <br /> <br />· Sheriff's Department <br />Serve on the MAC group and coordinate law enforcement matters <br />between the county, state, municipal, and federal law enforcement <br />organizations. Mobilize the Douglas County Incident Management Team <br />(IMT). Activate the County EOC and coordinate its operation. Maintain <br />law and order within unincorporated areas of the county and provide <br />assistance to the local jurisdictions if requested. Warn the public, <br />government officials, emergency personnel of potential or actual <br />emergencies. Provide response agencies with communication <br />dispatching, including mobile communication capability. Provide traffic <br />control, evacuation, search and rescue and other requested services <br />such as hazmat operations in coordination with other law enforcement <br />agencies.
