Public Works Department (includes the Engineering Division) <br />Serve on the MAC group. Protect and maintain County infrastructure, <br />roads and county facilities through the provision of heavy equipment, <br />vehicles and personnel. Assist the Sheriff's Office in marking and <br />identifying dangerous public areas. Coordinate with the Douglas County <br />School District to provide busses for transportation of people, supplies, <br />and equipment. Close streets and re-route traffic. Assist with damage <br />assessment information gathering. Provide assistance to other <br />jurisdictions if requested. Design and construct damaged infrastructure. <br />Construct new facilities by the County Road and Bridge crews or <br />contracted private contractors. Educate the public on weather related <br />issues. Place and operate weather detection devices. Management of <br />structural flood mitigation projects. FEMA floodplain administration for the <br />county. Post flood investigation and studies. <br /> <br />Town of Castle Rock, Colorado Departments <br /> <br />The structure, overall procedures, chain of command, and town policies relating to the <br />preparation, response, and recovery in response to a major disaster or emergency, <br />including flooding, falls under the guidance of the 'Castle Rock Emergency Operations <br />Plan' (EOP), department Standard Operating Procedures (SOP's) and the Douglas <br />County IMGS. The Castle Rock EOP and the Douglas County IMGS outlines the <br />structure and process for the coordinated, systematic delivery of public safety services in <br />accordance to a major disaster or emergency in the town of Castle Rock. <br /> <br />The Incident Management Structure described in the Castle Rock EOP is based on the <br />NIMS described earlier. <br /> <br />listed below are the Castle Rock departments that were interviewed along with a <br />summary of the major roles that they have with respect to flood related responsibilities <br />within the project area. <br /> <br />· Fire <br />Provide fire protection and emergency medical/ambulance services to a <br />75 square mile area in central Douglas County (West Plum Creek, East <br />Plum Creek and Plum Creek drainage areas and the population area of <br />Castle Rock). A combination of volunteer and full-time staff respond to <br />emergencies. Provide Advanced life Support (ALS) paramedic services, <br />fire protection services, hazardous or toxic materials spill response, <br />search and technical rescue (high/low angle rope, trench, confined space, <br />building collapse, and water) services. Administer the Castle Rock Fire <br />Chiefs Association. <br /> <br />· Police <br />Provide law enforcement that includes patrol and investigations. Provide <br />traffic control in and around flooded areas and along evacuation routes. <br />Provide direction and control of evacuation effort. Serves as the Public <br />Safety Answering Point (PSAP) for Castle Rock. <br /> <br />4 <br />
