<br />All declaration requests must come from the Governor
<br />or authorized representative,

<br />Presidential Disaster Declaration
<br />A governor may request a presidential disaster declara-
<br />tion if the state determines the severity of the damages
<br />justify a request. There were no requests from the
<br />State of Colorado in 2000,
<br />
<br />SBAAdministrative Declarations
<br />A governor may request an SBA declaration from the
<br />SBA administrator, Conditions under which the SBA
<br />can make an economic injury disaster declaration are
<br />as follows:
<br />
<br />(1) A governor certifies at least five small businesses in
<br />a disaster area have suffered substantial economic
<br />injury as a result of the disaster and are in need of
<br />financial assistance not otherwise available on
<br />reasonable terms,
<br />
<br />(2) The Secretary of Agriculture designated an area for
<br />an agricultural disaster, The SBA can provide
<br />working capital assistance to nonfarm (ranch) small
<br />businesses which are dependent upon farm or
<br />ranch production.
<br />
<br />(3) The Secretary of Commerce makes a commercial
<br />fishery or fishery resource disaster under Section
<br />308(b) of the Interjurisdictional Fisheries Act of
<br />1986.
<br />
<br />Droughts can have widespread
<br />economic, environmental, and
<br />social impacts that can span years
<br />or even decades.
