Expenses <br />to support activities are subject to normal fiscal <br />constraints of respective agencies, Requests for <br />special funding will be forwarded through the appropri- <br />ate lead agency, the Review and Reporting Task Force <br />(R&RTF), or the ICG, to the Governor. <br /> <br />Figure 2.1 shows how the components of the plan work <br />together, <br /> <br />2.1 Purpose <br /> <br />The purpose of Colorado's plan is to provide an ~ffective <br />and systematic means for the state to reduce the Impacts <br />of water shortages over the short-term or the long-term. <br /> <br />2.2 Organization <br /> <br />The plan consists of four components: monitoring, <br />assessment, mitigation, and response, These four <br />actions are designed to work within the existing <br />framework of government, pulling together key <br />personnel from both federal and state levels, <br /> <br />Impact Task Forces (ITFs) and the Interagency <br />Coordinating Group (ICG) are discussed under <br />Monitoring, Impact Assessment, and Response on <br />the following pages, <br /> <br />Task Force Roles <br />Specialized Impact Task Forces are activated as <br />needed to coordinate the assessment of drought <br />impacts as well as appropriate response and <br />mitigation actions.
