I-I

w

SECTION I

INTRODUCTION AND CONCLUSIONS

The Urban Drainage and Flood Control District, Boulder County
Colorado and the City of Boulder, Colorado, entered into an agreement
with R. W. Beck and Associates on March 23, 1972 to perform engineering
studies of ways to alleviate flood runoff problems in the South Boulder
Creek area and present the results in the form of a master planning
report.

The report is presented in two volumes. Volume I is a narrative
description of the major drainageway planning, while Volume II contains
plan and profile sheets showing the master planning for the study area.

The study was divided into two phases, A and B. The purpose of
Phase A was to develop and evaluate alternative flood control plans while
Phase B provided for preparation of the preliminary design of Phase A
recommendations.

"

SCOPE OF SERVICES

. The scope of services for Phase A includes the following items:

I. Perform hydrological studies to define the flood magnitude
on a frequency basis for the five, twenty-five and one
hundred year recurrence interval floods. These various
floods will be expressed in the form of flood hydrographs
for each frequency and the 100-year flood will be defined
in a flood plain map.

2. Provide maps showing the extent of flooding for the 100-
year flood.

3. Provide an estimate of damage occurring for the 100-year
flood.

4. Relate the cost of each alternative to the benefit derived
by reduction of area subject to flooding.

5.

Evaluate possible methods which might provide alleviation
to existing flood hazard problems. Alternatives must
include at least the following:

.
