August 6, 2007 <br />Report from the IBCC Representatives <br />Michelle Pierce began the discussion by saying how much she appreciated the IBCC representatives <br />after having attended the IBCC meeting just prior to the GBRT meeting. She also expressed thanks <br />to John McClow, Marc Catlin, Pete Kasper, Ron Shaver, and Steve Glazer for making the <br />presentation to the IBCC. <br />Marc Catlin reported that there may be some new opportunities for different Basins to work together <br />on figuring out a common platform to address needs and supplies. The IBCC meeting had focused <br />some time on the scoping report, and he mentioned he would like to see a final report down the road <br />that could be used. <br />Bill Trampe mentioned the water supply account 179 money. Bill said there was a new form for <br />project proposals (applications) and that as much information as possible should be submitted <br />electronically. He also reminded everyone that successful projects must have a purchase order or be <br />under contract to start work within 6 months after the proposal is accepted. <br />There was some time spent discussing a plan for the distribution of the new allocation of money to <br />the state-wide and Basin fund accounts. Four different options were presented by CWCB Staff, and <br />the general consensus was to adopt the option that 30°Ic would go to the Basin accounts, and 70% to <br />the state-wide account (distribution on next $6 million). Future distributions were outlined as well <br />(hopefully $~2 million over next 5 years). Marc added that this would allow the state-wide account <br />to be kept at a higher level giving larger available funds for larger projects. <br />Bill mentioned that a lot of Basins were planning on using their Basin 179 money to complete their <br />needs assessment, and that hopefully there would be enough funds available to do this. There is a <br />push to get these needs assessments done by December 2008. <br />There was also a discussion of the water availability study and scoping regarding timing and trying <br />to put completion of the study on a tighter time-frame. <br />The next IBCC meeting was scheduled for September 11, 2007 in Longmont. <br />Report from the Educational Committee <br />Pete Kasper thanked everyone who had forwarded pictures for the website. Plenty of pictures were <br />sent. A draft of the text for the website was being generated by Eric Kuhn?? Pete will pass it on to <br />everyone for their comments once it was received. <br />Suggestions for education presentations were by the CWCB regarding their instream flow program <br />and the Forest Service regarding water issues in general and the Pathfinder process. Neither entity <br />has a firm date yet for their presentations. <br />3 <br />
