Harris Shea°masx Can we have a few IBCC members work with Eric Hecox on the timeline
issue?
Johf~ Porter: Who thii~lts this study is going to give an answer?
Melif~da Kasen: It is the opposite if study shows no water, there will be no projects.
Alan Hamel: The sooner the state can complete this study and the curtailment study, the better
this can interface with providers malting long range plans.
Bill Ti°ampe: I am personally of the opinion that we should move forward. The Gunnison
roundtable needs an adequate forum to interact.
Jeris Daj~zielsorz Is it a resource issue for the schedule?
Eric Hecox: No, it is an issue of having time for public and roundtable input. Follts who are
interested can start now by becoming familiar with DSS.
Melinda Kassej~z It is unrealistic to thii~lt roundtable members will link to the CDSS.
Harris ,Sherman: Get in touch with Eric Hecox to tighten up schedule.
Decisions and Major Points: The IBCC agreed it was appropriate to move forward with
procurement. Eric Kulm7 and Eric Willtinson will work with the state on procurement. Through
the procurement process, the state will work to ensure both phases of the study move as quicltly
as possible while allowing enough time for roundtable and public interaction.
Updates and Discussions
Harris Sherman asked Jim Isgar to tallt about some proposed legislation he is considering, and
asked Randy Seaholm to update the IBCC on Colorado River Compact Negotiations.
Jinn Isgar: The number one water right on Colorado River is the compact. What will this study
really show? We have to become more proactive then to wait for the day when we do a
curtailment. Should we condition decrees based on some availability criteria. Legislation this
year may be the need to put people on notice that additional development can be curtailed to
prevent a compact call. We will have to determine an appropriate body to develop the criteria
for this type of curtailment.
Rar~dv Seaholhz: Updated the IBCC on the Colorado Compact Negotiations. BOR is expected to
make a decision in mid-November on shortage criteria.
7
