S. Army Corps of Engineers, Albuquerque District, as study contractor, initiated in September
2002 the Flood Insurance Study for Coal Creek through the city of Florence, Fremont County, Colorado. The
Letter Agreement signed by the Colorado Water Conservation Board and the Corps of Engineers, and dated 28
June 2002, authorized the study. The study has progressed on schedule and without issue. However, the
project engineer has been out ofthe office on maternity leave since 25 November 2002 and is not expected to
return until 1 March 2003.

PROPOSED SOLUTION:

Bringing another engineer to the Flood Insurance Study at this time would be less than productive
given the time and funds necessary to allow the engineer to become familiar with the study and the sponsor.
When the current engineer returns, we expect to resume the study without delay. Therefore, the study
contractor requests a six-month schedule extension with a revised completion date of 1 July 2003 to
accomplish the Flood Insurance Study as negotiated. A revised baseline plan is attached. No additional funds
are requested.
