Our field reconnaissance shows that
walls parallel both sides of Coal Creek from approximately the Railroad Street Bridge to
the Fifth Street Bridge. In order to initiate the hydraulic analysis, we will require a
surveyed profile of the walls to indicate the elevations at the top of the walls and the
ground surface elevation along the landward toe of the walls.

This letter provides information necessary for you to comply with the request
made by Tom Browning, Project Engineer with the Colorado Water Conservation Board,
and Dori Williams, City Clerk with the City of Florence, to develop a time-and-cost
estimate for a survey along Coal Creek to provide the necessary profile data. Ms.
Williams will require the time-and-cost estimate by 13 June 2002 to prepare a
presentation to the Florence City Council meeting scheduled for 17 June 2002.

Enclosed is a site map highlighting the reach limits of the walls, a copy of the
effective Flood Insurance Rate Map 'showing the Reference Elevation Marks to which the
survey must be tied, a wall profile from the hydraulic model developed for the 1984
Flood Insurance Study, photographs of the walls at selected locations, and a schematic
drawing describing the data that we need.

If you have any questions or need additional information, please call Bet Lotosky
of my staff at 505-342-3323.
