Therefore, Labor Category Item No. 4.0, Hydrology, reflects only
the cost necessary to adjust the hydrologic model to produce peak flows at the necessary
concentration points within the city of Florence.

Labor Category Item No. 5.0, Hydraulics, reflects the time required to create the HEC-
RAS model for the study reach identified and to analyze and field check each flow path.
A site reconnaissance visit indicated that a portion of Coal Creek is contained within a
concrete channel and floodwall. The study contractor will analyze the floodwall in
accordance with FEMA criteria. Item No. 5.0 also includes the time necessary for the
study contractor to evaluate the existing HEC-2 model, ifthe model can be located. Item
No. 5.1, Profile Concurrence, indicates the time necessary to plot, label, and check the
profiles, and Item No. 7.0, Work Map Preparation, indicates the time necessary to plot
the floodplains.

The study will begin upon receipt of the tasking letter. The anticipated completion time
for the study is one year. The completion of the study within the scheduled time and
budget is dependent upon the timely receipt of the field survey data.

The costs in this estimate are based on July 2001 rates. The work performed will
conform to the FEMA Manual 37, Flood Insurance Study Guidelines and Specifications
for Study Contractors, dated January 1995.
