I was contacted by Sue Clark from the Golden Office <br />of OEM and advised that she had been contacted by EI Paso County and informed that floodil1lg <br />was taking place along the Fountain Creek in communities along Highway 24.. She suggested that <br />I respond to the EI Paso County OEM and make a determination as to the extent ()[the flooding <br />event. <br /> <br />I immediately traveled to the EI Paso County OEM, arriving at approximately 11 :00 am. Upon <br />arrival I signed in on the activation log and made contact with Mr. Jim Mesite, .Mr. Arnie Lavelett <br />and Mr. Frank Luciani. <br /> <br />The El Pfso County OEM was in full activation however, at a Mode 2, which activated the prE~- <br />arranged mutual aid agreements among entities ofEl Paso County. <br /> <br />lvfr. Luciani provided me with a verbal situation report describing the flooding event occun'ing <br />and the status of the response level up to the point in time. Between the time I was contacted by <br />Sue Clark and arrival at the El Paso County EOC, a request was placed by Mr. Lavelett for 5.000 <br />sand bags from the State EOC and a crew from the El Paso County Department of Transportation <br />was dispatched to Golden to pick them up. The supply on hand at EI Paso County was exhausted <br />with the exception of 1,000 bags which had been provided to the City of Manitou Springs. No <br />other assistance from the State was requested. <br /> <br />Since Friday, 06 June) western EI Paso County had received approximately four im;hes of rainflill <br />with greater amounts in areas of Manitou Springs, Green Mountain Falls. Crystola and along the <br />Highway 24 corridor. Public works crews had been out since 1:00 am on the morning of 10 June <br />responding to road washouts and low land flooding along the Fountain Creek. No injuries had <br />been reported however some families had been evacuated. <br /> <br />In Manitou Springs some property damage was sustained by structures located in close proximity <br />to Fountain Creek and residents offour homes and owners of three businesses were evacuated. <br />No value of private property damage was avail however, at least one commercial structure ( a <br />motel). was known to have sustained structural damage to its foundation. <br /> <br />Assistance was sought and received from an Engineer v.ith the US Army Corps of Engineers to <br />determine the appropriate locations for sand bagging. <br /> <br />Since the preceding Friday (06 June), the county had sustained washout damage to four of its <br />primary roads with a preliminary damage estimate of$55,000. <br /> <br />10f2 <br />
