<br />The eighth progress meeting was held on October 19, 1999. An update was given on the <br />revised 'spill hydrology' results. An update was also given on the status of the <br />Wonderland Creek floodplain study. Status of the damage assessment was given along <br />with an overview of the October 18 Public Meeting. The County raised concerns about <br />the decisions being made, and how they need to address not only the concerns of Boulder <br />City residents, but also the impacts on the County residents. Debris blockage percentages <br />utilized in the floodplain study were discussed. Discussions were also held regarding the <br />Independent Review Panel (IRP) and members names were provided. <br /> <br />The ninth progress meeting was held on November 17, 1999. Results of the field survey <br />were reported. Discussions were held on the impact of the low flow water crossing below <br />Broadway and the survey findings at Crestview Elementary School. A "Possible Alternate <br />Solutions Matrix" on a reach by reach basis was passed out and discussed. An update of <br />the Greenway Master Plan along Fourmile Canyon Creek was also presented by City staff. <br /> <br />the <br />the <br /> <br />The tenth progress meeting was held on January 19, 2000. Drawings indicating <br />proposed final three alternates were presented and discussed. Initial responses to <br />selected alternates were solicited prior to publication of the draft Phase A report. <br /> <br />indicates only 400 cfs spills out of Fourmile when in fact approximately 1,800 cfs spills. <br />The results of the mapping verification were reported to be generally within acceptable <br />mapping standards. It was requested that additional properties, not constructed at the time <br />the City mapping was prepared, be field surveyed. An update on the status of the damage <br />assessment was given. Approximately 350 properties are located in the newly defined <br />floodplain boundaries <br /> <br />The fifth progress meeting was held on August 26, 1999 Discussions were held on the <br />status of the 'Weekly Information Packet' (WIP) being prepared to update City Council on <br />the study process and progress. Throughout the study, eleven 'Fact Sheets' were <br />generated by City staff with input from Love & Associates, Inc. and the Urban Drainage <br />and Flood Control District. These Fact Sheets covered such subjects as hydrology, draft <br />floodplain re-study, what are floodplain regulations, how is the Fourmile Canyon Creek <br />formed, what are environmental values, etc. Also discussed at this meeting were the <br />results of the draft floodplain study with and without the spill. The <br />second Public Meeting was again discussed. A series of Fact Sheets were developed, and <br />were reviewed. Approximately 50 persons <br />were in attendance. The following topics were discussed: hydrology and hydraulics; <br />history of flooding of Fourmile Canyon Creek; alluvial fan floodplain; wildlife habitat and <br />the North Boulder Subcommunity Plans. An overview of the <br />second Public Meeting was given. In addition to the Public Meetings, a Citizens Task <br />Force had met once previously and it was reported that they would meet again on <br />September 27th. This Citizen Task Force has requested an Independent Review Panel <br />(IRP) to be selected to review the parameters used for and the findings of this planning <br />study and make recommendations or concerns as part of their findings. Specific <br />parameters to be used in the damage assessment were agreed upon. Packets of sketches of <br />the proposed various alternates to be studied for each reach were distributed and discussed <br />in detail on a reach by reach basis. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The third Public Meeting was held on October 18, 1999 with approximately 40 persons in <br />attendance. The draft floodplain study mapping was presented along with a description of <br />the damage assessment.
