<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The Research and Studies will be accomplished: <br /> <br />X Through award of financial assistance agreements with state or state <br />government/research entities; <br />X Using a competitive, merit-reviewed process for awards; <br />X Using a 50-50 (or more) cost-sharing with the Federal contribution; and <br />X With authorization of up to $1.2 million Federal contribution for fiscal year 2002. <br /> <br />A.2.2 Program Objectives <br /> <br />The primary goal of the WDMP is to improve and evaluate physical mechanisms to limit <br />damage due to weather phenomena such as drought and hail, enhance water supplies <br />through a regional weather modification research program, and transfer validated <br />technologies to non-Federal interests for operational implementation. The fundamental <br />scientific challenges are to develop methods to detect and measure the change in <br />precipitation on the ground due to seeding, and develop methods to detect and <br />measure the effects of hail suppression techniques on crops and property. The key to <br />future program success is a thorough understanding and validation of the physical <br />(working) seeding hypotheses that lead to increased precipitation and decreases in hail <br />damage. A number of scientific objectives are inherent in the stated goal, including: <br /> <br />X Assure that clearly defined seeding hypotheses are developed in project designs <br />that follow known (state-of-the-art) physical processes leading to enhanced <br />precipitation and/or hail suppression; <br />X Assure that methodologies and approaches in seeding projects meet known <br />scientific standards and acceptable engineering techniques to deliver seeding <br />agents into seedable clouds at appropriate locations and times to provide <br />measurable effects on the enhancement of precipitation and/or suppression of <br />hail in accordance with the seeding hypotheses; <br />X Assure that evaluation techniques are fully described with physical <br />measurements and statistical methods that have a likelihood of success in <br />detecting and estimating the incremental change due to seeding based on the <br />seeding hypothesis; <br />X Assure interaction and awareness of other related Federally funded efforts within <br />the weather modification research arena such as the U.S. Weather Research <br />Program, U.S. Global Change Research Program, and other related National <br />scientific programs; <br />X Assure technology transfer for subsequent implementation by states on a <br />broader nation-wide basis; and <br />X Serve as a program clearing house for information and web based technology <br />transfer. <br /> <br />A.3 DESCRIPTION OF RESEARCH AND STUDY AREAS FOR SOLICITATION <br /> <br />Regti:trlJ~!.i~!"l;(:lntigipates the award in the quantities listed below, subject to the content <br />a!"ld;q~glity;qfprop()~als received; however, should additional funding become available, <br /> <br />4 <br />
