<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />C.15 PROCUREMENT STANDARDS <br /> <br />When utilizing Federal funds for the procurement of supplies and other expendable <br />property, equipment, real property and other services, the Recipient shall utilize the <br />Procurement Standards set forth in OMB Circular No. A-102 or A-110, as applicable. <br />The Recipient may be required to submit evidence that its procurement procedures are <br />in compliance with the applicable procurement standards. <br /> <br />C.16 PROPERTY STANDARDS <br /> <br />All property, equipment and supplies acquired by the Recipient with Federal funds shall <br />be subject to the Property Standards of OMB Circular No. A-102 or A-110, as applicable. <br />The Recipient is encouraged to review these standards to determine the most <br />appropriate source of funding for equipment incorporated into this project. <br /> <br />C.17 TRAVEL <br /> <br />Travel costs are allowable in accordance with the applicable OMB cost principles circular <br />or FAR Subpart 31.2. <br /> <br />C.18 INDEMNIFICATION <br /> <br />The Recipient shall indemnify and hold the Government harmless from any and all <br />losses, damages, or claims for personal injury, death, or property damage of any nature <br />whatsoever and by whomsoever made, arising out of the activities of the Recipient, its <br />employees, subcontractors, or agents under this agreement, to the extent the laws of the <br />state where the Recipient is located permit. <br /> <br />C.19 INSPECTION <br /> <br />Reclamation has the right to inspect and evaluate the work performed or being <br />performed under this agreement, and the premises where the work is being performed, <br />at all reasonable times and in a manner that will not unduly delay the work. If <br />Reclamation performs inspection or evaluation on the premises of the Recipient or a <br />subrecipient, the Recipient shall furnish and shall require subrecipients to furnish all <br />reasonable facilities and assistance for the safe and convenient performance of these <br />duties. <br /> <br />C.20 PATENTS AND INVENTIONS <br /> <br />The administrative standards set forth in OMB Circular A-102 and OMB Circular A-110, <br />as implemented by 43 CFR 12.936(b), require recipients of agreements which support <br />experimental, developmental, or research work to be subject to applicable regulations <br />governing patents and inventions, including the government-wide regulations issued by <br />the Department of Commerce at 37 CFR 401, "Rights to Inventions Made by Non-profit <br />Organizations and Small Business Firms Under Government Grants, Contracts and <br />Cooperative Agreements." These regulations do not apply to any agreement made <br />primarily for educational purposes. <br /> <br />19 <br />
