1/

.

,!~

.

The town is interested in extending the open ditch along Vega Street. They iwould like to
extend the ditch to Culebra Creek, which would require a siphon or other stmcture to pass
under the People's Ditch. The extended ditch would then continue through prifate property.
The town would like the ditch extension to be incorporated into the feasibility study.

Recommendations and Actions
The CWCB should continue with a project feasibility study that would identify a mitigation plan
to help alleviate sub-surface drainage problems within the southern portions of th~ town of San
Luis. The feasibility study would result in a project report, preliminary design clrawings, and
preliminary cost estimates for the construction of the mitigation project. The aJ:tivities to be
addressed in the study would include the following items:

. Determine the alignment and approximate depths of a subdrain system that would help to
mitigate groundwater problems.

. Size the perforated and non-perforated subdrain pipes using information and estimated
groundwater hydrology characteristics from the previous study.

. Investigate alternative mitigation solutions including sub drain outlet 10catiOFls and lateral
drain locations.

. Formulate maintenance activities which may include regular cleaning of the open ditch which
.,: runs north to south along the west edge of the Vega. I

. Investigate the rehabilitation or closing of the Montez irrigation ditch which runs through
town.

."
"

. Investigate the possibility and ramifications of capping all existing artesian wells within the
town.

. Investigate the feasibility of placing a non-perforated pipe within the Vega that would canry
flows from the outfall of the existing subdrain system to the open ditch that ruils along Vega
Street.

. Investigate the feasibility of extending the open ditch along Vega Street southward to Culebra
Creek.

. Prepare conceptual design drawings and estimate construction costs for the selected
alternative.

. Prepare a simple report documenting the results of the study and preliminary design.

twb c:\seca\projects\san-luis\trip-s.doc

3
