<br />'l~' <br /> <br />. <br /> <br />TRIP REPORT <br />SAN LUIS (COSTILLA COUNTY), COLORADO <br />NOVEMBER 21, 1995 <br /> <br />Back2round <br />On November 21, 1995 the Colorado Water Conservation Board (CWCB) conducted a follow-up <br />site visit and meeting in San Luis in response to a request by the town of San Uuis. The trip <br />involved activities regarding sub-surface drainage problems in certain parts of thb community. <br />The purpose of the site visit was to collect additional data, meet with an NRCS dfficial, and to <br />conduct a public information meeting. This trip was a follow-up to the field vi~it which was <br />completed on October 26, 1995. <br /> <br />.'; <br /> <br />Prior to this site visit, the CWCB and NRCS conducted independent reviews of toe sub-surface <br />drainage problems in San Luis. Each agency then summarized its recommerlded plan for <br />mitigating the drainage problems, and presented it during a small technical meetihg which was <br />held at the NRCS field office in San Luis. The technical meeting was attended t\y Larry Lang <br />(CWCB), Tom Browning (CWCB), and Felix Lopez (NRCS). Recommendations I from the two <br />agencies are included in two separate documents which can be found in the community file. <br />I <br />Subsequent to the technical meeting, a public information meeting was held at the San Luis town <br />hall. The purpose of the public meeting was to solicit input from local officials, prdperty owners, <br />and interested parties regarding the town's drainage problems. In additionl background <br />information and possible solutions to the drainage problems were presented by CWCB and <br />NRCS staff. <br /> <br />Data Collection <br />A partial survey of the area that would potentially be involved in construction of a subdrailn <br />system was performed by CWCB staff. The subdrain system would be located id the southern <br />part of the town (approximately bounded by 6th Street to the north, 4th Street to thb south, Main <br />Street to the West, and Vega Street to the east) to help relieve groundwater problenis in that same <br />area, Top of ground elevations were surveyed along the potential subdrain alignmdnt (main line) <br />for use in preliminary design activities.
