Charles Manzanares and Maclovio Gallegos! <br />regarding the portions of the drainage project that Cosiilla <br />County. committed to accomplish, but as of yet failed toldO so. <br /> <br />That part of the project referred to above is included in the <br />CDBG contract. with the Town of San Luis Scope of ServicJs and a <br />letter of agreement between the town and Costilla Count~. It in <br />part states that "Costilla County agrees to provide the Ilabor, <br />machinery and materials to construct the levee along the east <br />edge of Town and the road construction in compliance wi~h the <br />provisions and specifications provided by WRC Engineerirlg." <br />While portions of the levee have been constructed, the Joad <br />improvements need to be completed as well as those unfirlished <br />portions of the levee. I . <br /> <br />The contract expired 12-31-91, and upon your request I authorized <br />disbursement of the final payment of CDBG funds so the ~own could <br />pay ASCO Construction, their contractor for the subdrai~ portion <br />of the project. What is at issue is the construction on the <br />levee and road improvements. I would like to close-out Ithis <br />project, but I cannot accomplish that until the items d~scussed <br />herein are addressed. <br /> <br />I understand the town and county have a meeting planned for the <br />week of October 12. I would request the Town reply bac~ to me, <br />in written form, the results of your discussions with t~e County <br />indicating the County's timetable to complete the projedt. This <br />is the second written request regar~ing this issue. I Jm <br />concerned that future grant projects could be jeopardiz~d if this <br />project continues to remain open. I <br />
