<br />c) Outline of the types of measures that could be taken by the City, the County, civic groups~ and <br />individual citizens-with and without state and federal assistance-to recover from the flood and to <br />minimize losses from future floods; and <br />d) Wide distribution of a popular report describing those findings (Section IV.A. Overview). <br /> <br />. It has become evident over the years that public policies' initiated to improve the use of floodplains do not <br />necessarily achieve their purpose, and may be counter-productive. One example is the ambitious Flood <br />Control Act of 1936. An evaluation of20 representative communities (including Boulder) 20 years after that <br />program was enacted showed that in many areas that nations' vulnerability to floods to had increased rather <br />than decreased. Currently, there is an evaluation of the National Flood Insurance Program of 1968 that is <br />investigating the assertion that the use of the 100-year flood standard, as first adopted without any scientific <br />basis, may have.been counter-productive. Use of the 1 DO-year flood for regulatory purposes may be <br />deceptive (Section IV.B. National Trends). <br /> <br />. It currently is necessary to check and correct the hydrology for estimates of magnitude and frequency of <br />floods on South Boulder Creek. That is going forward (Section IV.B.3. Future Conditions Hydrology). <br /> <br />. A survey currently is being conducted by a unit at the University of Colorado at Colorado Springs of how <br />sample citizens in the Boulder Creek floodplain perceive the flood hazard and how they may respond. Those <br />findings will assist in the organization of appropriate information and training activities in hazardous areas <br />on response to flood warnings and on flood proofing (Section IV.D.2. Independent Review Panel). <br /> <br />. It is worth noting that the first national conference to assess and refine measures of the natural values of <br />floods for floodplains to compare with the measures of the social benefits of controlling floods was held in <br />Boulder during July 2001, under the auspices of the Corps of Engineers, and included representatives of <br />major government and private environment agencies (Section IV.E.!. Preserve Floodplains for Floods). <br /> <br />17 <br />
