<br />Kenneth Wright and Ruth M. Wright, in the Non-structural Urban Flood Control paper for the American <br />Society of Civil Engineers, 1974, where they took the position that artificial channels, dikes, benns, walls, and <br />other structural approaches to flood control, so popular in the 1930s and 1940s, were no longer sound: Urban <br />flood hazards can best be resolved using non-structural methods, in effect, working with nature rather than <br />against it. " <br /> <br />Boulder has been a proactive community in pursuing and embracing floodplain management activities as <br />evidenced by these statements. In previous decades we have been recognized for implementing progressive <br />policies to address flood hazards using the underlying policies and principals outlined by our community <br />forefathers; however, we have yet to fully realize and translate into actions all of the aspirations of our <br />foresighted leaders from 30 years ago when floodplain management was adopted into Boulder policy. We can <br />change this outcome and readjust our floodplain management efforts now to realize the future based on our <br />original vision. <br /> <br />V. PUBLIC COMMENT AND PROCESS <br /> <br />The recommended floodplain management policies outlined above have been presented to and reviewed by the <br />IRP and CAG. Initial reaction to the proposed policies was positive and well received. The IRP will present its <br />response to the proposed floodplain management policies at the study session. CAG members are planning to <br />submit comments to City Council prior to the meeting. <br /> <br />VI. CONCLUSIONSINEXT STEPS <br /> <br />Staff recommends that City Council approve the proposed floodplain management policy objectives as outlined, <br />which include: <br /> <br />(a) "Preserve Floodplains for Floods" (Preservation) <br />(b) "Be Prepared for Floods" (Preparedness) <br />(c) "Help People Protect Themselves from Flood Hazards" (Education) <br />(d) "Prevent Adverse Impacts and Unwise Uses in the Floodplain" (Regulation) <br />(e) "Seek to Accommodate Floods, Not Control Them" (Mitigation) <br /> <br />These policy objectives would be reviewed and considered in the CDUMP Update for 2002 and the next update <br />to the BVCP, and would fonn the basis for future floodplain management activities. <br /> <br />Members of Council may contact Alan Taylor, Floodplain and Wetlands Coordinator, by telephone at 303-441- <br />4232 or bye-mail at taylora@cLboulder.co.us with any questions. <br /> <br />A TT ACHMENT: Attachment A: Comments from Dr. Gilbert White in Supplement to the Study Session <br />Memorandum <br /> <br />15 <br />
