C. SPECIAL REPORTING DURING FLOOD OR HIGH VATER CONDITIO~S

Flooding Is any event which would cause ehe reservoir Water surface elevacion eo
exceed 7665 feet or releases co exceed 2,500 cf.. If eieher sieuation appears to be
1l1111linent:, the Reservoir Superintendene must 111l11l8diately implement the flood
proeedures in the Emergency Action Plan and notify the Durango Projects Office.

High water condieions are periods when;

1. The reservoir storage is greater than the Corps of Engineers Flood Concrol
Regulations allowable storage for the current inflow forecast.

2. It 1s apparent that the reservoir elevatlon will go above elevation 7664.5.

The Reservoir Superintendent normally report~ reservoir daca once per week to the
Durango Projects Office. During high water conditions. reservoir data will be
reported a~ least daily to the Durango Projects Office Vater Operations Branch. The
daca reported will include: reservoir elevation, inflow, precipitation. maximum and
minimum temperaCure, and pan evaporation. The Duranlo Projects Office Yater
Operations Branch will be responsible for revIewing cbe high water conditions and
foreeasced weather co recommend appropriace acciona Co be caken by the Re.erv01r
Superincendenc.

Use of surcharge capacity above water surface elevacion 7665 is reserved for
emergency si~uatlons or extreme conditions on ehe reservoir or river basin.
Surcharge will be used to seore inflow from specific hydrologic flood evancs which
if released, would exceed 2,500 cf. in the Pine River. If surcharge capacicy is
used, the Reservoir Superintendenc is to notify the Durango Projects Office
immediately. The Emergency ACtion Plan procedur.. for flooding will be implemented.
Surcharge scorage will be considered temporary and the Pine RIver vill be required
to flow at a minimum of 2.'00 cfs as long as there is available reservoir surcharge.
the spillway radial gaees will be operated in accordance with the requirements of
Drawing No. 191-0-568, Appendix D.
