FLOOD OPERATING CRITERI~

Reservoir capacicy allocations provide for no storage permanently aasignad to flood
control. Planned flood control operations are restricted to control of snowmelt
floods by affecelns seasonal evacuation of conservation storage on the basis of
forecasts of snowmelt runoff. Control of runoff from rainfall events Is not a
specific project purpose but will be accomplished using storage space in ehe
reservoir or surcharge seorage. Information on rainfall in~.nslty and duration
torecasts is available from National Yeather Service offices referenced 1n the
Communications Directory.

Snowmelt flood control operations will be controlled by the Flood Control Diagram
approved by the Corps of Engineers and included in Appendix D. Reservoir
operations shall be planned so that available seorage space is equal to or areater
chan the space required in the Flood'Control Diagram. If available storage space
becomes 1es8 than the flood control space required, water shall be released as
rapidly as possible wltho~t causing flows in the Pine River to exceed 2,500 cfs.
Releases shall noc be changed more chan 500 cfa in any 2-hour period.

If flooding downscream of the dam appears llkely, tDplement the procedures for
flooding in the Emerseney Action Plan.

If the reservoir elevation exeeeds 7665.0. the spillway aate. should be operated in
accordance with Drawing 191-D-568, Appendix D. This drawing shows ehe 1I1nimWll
opening for all chree spillway gates at reservoir elevations of 7665.0 or greater.
Operation of the spillway gates at smaller openings than those required could result
in overtopping and subsequ8n~ failure of the dam.

111-7

Revised 03/94
