SPEC tAL REPORTING DURING FlDOD OR HICH VATER <:ONDITIONS

Flooding 1s any event which would cause the reservoir water surface elevacion to
exceed 7665 feet or releases to exceed 2,500 cfs. If either situation appears to be
imminent. the Reservoir Superintendent must immediately Imple.en~ the flood
procedures in the Emergency Action Plan and notify rhe Durango Projects Office.

High water conditions are periods when:

1. The reservoir storage 1s greater than the Corps of Engineers Flood Concrol
Regulations allowable storage for the current inflow forecast.

2. It is apparent that the reservoir elevatIon will go above elevation 7664.S.

The Reservoir Superintendent normally r.pore~ reservoir data once per week to the
Durango Projeets Office. During high water conditIons, reservoir data will be
reported at. least daily to the Durango Projeets Office Water OperatIons Branch. The
data reported will include: reservoir elevation, inflow, precipitation. maxim~ and
minimum temperature, and pan evaporation. The Durango Projects Offiee Vater
Operations Branch will be responsible for reviewing ~he high wa~er conditions and
forecasted weacher to recommend appropriaee acelons to be ~aken by the Reservoir
Superintendent.

Use of surcharge capacicy above water surface elevation 7665 i. reserved for
emergency situations or exereme condieions on the reservoir or river basin.
Surcharge will be used to store inflow from specific hydrologic flood events which
if released, would exceed 2,500 cfs In the Pine River. If surcharge capacity is
used, ehe Reservoir Superintendent is to notify the Durango Projects Office
immediately. The Emergency Action Plan procedure. for flooding will be implemented.
Surcharge storage will be considered temporary and che Pine R1ver will be required
to flow at a minimum of 2,500 cfa as long .s there is available reservoir surcharge.
The spillway radial 8a~8s vill be operated 1n accordanee vith the requirements of
Drawing No. 191-D-568, Appendix D.

The ~ will be eontinuously attended during flooding or high Water conditions or
use of surcharge capaclr.y. The frequency of visiting ehe dam to monitor conditions
will be determined on a case by case basis after consulting with the Durango
Projects Office. . .

fi':

'CP
" '.1

.\
'\
,
\

1II-8

Revised 03/94
