FLOOD OPEMTING CRITERIA

Reservoir capacity allocacions provide for no scorage permanen~ly asslsned to flood
control. Planned flood concrol operations are restricted to control of anovaelt
floods by affecting seasonal evacuation of conservation storage on the basis of
forecasts of snowmelt runoff. Concrol of runoff from rainfall events is not a
specific project purpose but will be accomplished usIng scorage .pace in the
reservoir or surcharge storage. InformaCion on rainfall intensity and duration
forecasts is available from National Veather Service offices referenced in the
Communications Directory.

Snowmelt flood concrol operations will be controlled by the Flood Control Diagram
approved by the Corps of Engineers and included in Appendix D. Reservoir
operations shall be planned so that available storage apace is equal to or greater
than the space required in the Flood'Control Dtalram. If available storage space
becomes less than the flood control space required, water shall be released as
rapidly as possible vithout causing flows 1n the Pine River to exceed 2.500 efs.
Releases shall not be changed more than 500 efs in any 2-hour period.

If flooding do~tream of the dam appears likely, implement che procedures for
flooding in the Emergency ACCIon Plan.

If che reservoir elevacion exceeds 7665.0, the spillway lates should be operated in
accordance with Drawing 191-D-568, App.ndl~ D. This drawins shows the minimWl
opening for all three spillway gates at reservoir elevatione of 7665.0 or greacer.
Operacion of the spillway gates ac smaller openIngs chan chose required could result
in over coppIng and subsequenc faIlure of the dam.

111-7

Revised 03/94
