<br />.. <br /> <br />Meetin!! Summary <br />Tom Browning presented the overall purpose for the meeting and generally discussed the <br />floodplain map revision process. The CWCB requested funding from FEMA through the <br />Cooperating Technical Partner (CTP) program. Larry Lang identified Greeley as one of the top <br />priorities in the state for the floodplain map revision. Using the FEMA grant, the CWCB has <br />contracted with the U.S. Army Corps of Engineers (Omaha) to complete the engineering study <br />and floodplain revisions for submittal to FEMA. The following bullet items summarize the key <br />issues discussed during the meeting: <br />· Tom Browning and Tom Gorman met with John Liou on 7-31-01 to discuss the Poudre River <br />floodplain revision prior to the 8-1-01 meeting. John verbally consented to eliminating the <br />split floodway through the commercial/industrial area (located near Highway 85 bypass and <br />East 8th Street). The main channel floodway would remain, and the overflow area would be <br />defined as a Zone "AH" on the FEMA map. <br />· The City agreed that the overflow floodway was indeed the most problematic part of the <br />floodplain study. Elimination of the overflow floodway would be very agreeable to City <br />officials and affected landowners. <br />· The City will ask for an administrative floodway along the left bank of the Poudre River near <br />Highway 85 and 8th. This will prevent development and fill from blocking the overflow <br />occurs under existing conditions. <br />· In the future, the City must assure that potential new development in the area east ofthe <br />Highway 85 bypass and along East 8th Street would not block flow to such an extent that the <br />100-year flow on the main channel of the Poudre River downstream of the overflow would <br />increase. Only the largest building projects would have the potential to do this, as would any <br />plan by CDOT to raise the bypass. <br />· If the City does allow a blockage that reduces the flow through the overflow and increases the <br />flow along the Poudre River, the City would need to apply for a LOMR that would provide <br />new (and higher) flood profiles along the river. <br />· The Corps will look at the hydraulic model and incorporate topographic changes as necessary <br />due to 2 new developments (Poudre River Ranch and Stony Brook). <br />· The City will verify the construction schedule for a new diversion structure for the treatment <br />plant located north of the 8th street bridge near Highway 85 bypass. <br />· CWCB will check with Weld County to see if they have reviewed the submittal. The City has <br />not received any comments or feedback from the County. <br />· There appears to be a problem with the channel bottom profile in the vicinity of 8th street. <br />Greeley staff will investigate, and City surveyors in areas where it's needed will obtain new <br />surveyed cross-sections. The new surveys will then be provided to the Corps for <br />incorporation into the hydraulic model. <br /> <br />Flood Protection. Water Project Planning and Financing.
