<br />Meeting Summary <br />Tom Browning presented the overall purpose for the meeting and generally discussed the <br />floodplain mapping process. The CWCB requested funding from FEMA through the Cooperating <br />Technical Partner (CTP) program. Pierce was identified as one of the top priorities in the state <br />for floodplain mapping revisions. Using the FEMA grant, the CWCB has contracted with the <br />U.S. Army Corps of Engineers (Omaha) to complete the engineering study and floodplain <br />delineations for submittal to FEMA. The goal is to provide a completely revised floodplain map <br />for Pierce. The following bullet items summarize the key issues discussed during the meeting: <br />· The Corps plans to complete its portion of the study by spring of 2002. <br />· It will likely take an additional year before FEMA actually publishes a revised map and <br />report. (Ample time is needed for FEMA to fully review and approve the study, and <br />additional time is required for public review/comment, community acceptance, printing, and <br />distribution). <br />· Tom Browning and Tom Gorman met with John Liou on 7-31-01 to discuss the Spring Creek <br />floodplain prior to the 8-1-01 meeting. John verbally consented to eliminating the split <br />floodway through town. The east floodway would remain, and the west floodway would not <br />be defined except as an "A" zone on the FEMA map. <br />· The Town agreed that the west floodway was indeed the most problematic part of the FIRM. <br />Elimination of the west floodway would generally make officials and landowners quite <br />happy. <br />· The CWCB has endorsed the use of the 1990 NRCS flood hydrology values for the study. <br />FEMA will make a formal determination regarding the hydrology once it receives a cover <br />letter and backup data from the CWCB. <br />· The NRCS hydrology would reduce the 100-year peak flow in Pierce from 8,000 cfs to <br />around 5,600 cfs. This reduction in flow could be beneficial in reducing the mapped flood <br />hazard area in Pierce. <br />· Meeting attendees felt that it would be beneficial to extend the detailed study limits beyond <br />the corporate limits of the Town. Portions of unincorporated Weld County are being <br />developed in areas adjacent to Pierce. This effort can only happen if sufficient funding is <br />available to complete the top priority study reach. <br /> <br />Flood Protection. Water Project Planning and Financing.
