Spring Creek is an ephemeral stream that runs through the community <br />from north to south with a watershed area of just under 100 square miles at the downstream town <br />limit. The effective floodplain mapping for Pierce is the FEMA Flood Insurance Study dated <br />1979. The FIRM for Pierce shows a split floodway on the western and eastern sides of the <br />railroad tracks. The railroad bridge over Spring Creek (and the adjacent channel) at the north end <br />of the town does not have capacity for the 100-year flow, and therefore a split flow occurs. <br /> <br />Meeting Purpose <br />On January 29, 2001 the Town of Pierce held a public meeting regarding issues related to the <br />Spring Creek floodplain through their community. Two staff members from "the Group, Inc." <br />(Real Estate Company) organized the meeting and invited FEMA and the Colorado Water <br />Conservation Board to discuss floodplain issues and answer questions. The purpose of the <br />meeting was to enlighten local officials, citizens, developers, and realtors regarding the <br />floodplain mapping process, map revisions, and floodplain regulations. Some property owners in <br />the community are concerned about their inability to sell or develop vacant parcels located in the <br />regulatory floodway. <br /> <br />Meeting Attendance <br />The meeting was well attended (approximately 40 total persons) by local citizens, landowners, <br />local officials, realtors, developers, and business owners. Mike Ketterling (Town Engineer) <br />attended as well. John Liou represented FEMA Region 8 and Tom Browning represented the <br />Flood Protection Section of the Colorado Water Conservation Board. <br /> <br />
