Mark D. Matulik
Senior Water Resource Specialist

Sincerely,

In this regard, you will need to issue a floodplain development permit for the channel clearing
(mitigation) activity which has recently been undertaken by the town. Although I have left copies of
a model floodplain development permit for the town's use on previous visits, please find enclosed
another copy of a FEMA-approved permit. Also, please remember that you should advise the
developer (and his engineer) of the proposed subdivision in the southeast part of town about 1) NFIP
compacting standards for fill material, and 2) the Letter of Map Revision (LOMR) process that will
be necessary if the proposed subdivision is to be recognized as removed from the floodplain (on fill).
Please mail me a copy of the town's completed floodplain development permit within the next 30
days. Should you have any questions, please don't hesitate to contact me.

It is important to remember that enforcement of local floodplain regulations arid issuance of
floodplain development permits is a community requirement that guarantees safer structures and
results in lower flood insurance rates for your community. The NFIP also requires as-built
certification of lowest floor elevation(s) relative to BFE (Base Flood Elevation) arid/or the level of
floodproofing relative to BFE by a registered P.E. or land surveyor prior to issuance of a certificate
of occupancy.

Thank you for your time arid assistance during our April 7, 1999 meeting on the National
Flood Insurance Program (NFIP). I would like to offer my assistance in continuing to work with the
your office in resolving floodplain issues if and when they arise.

Dear Mr.

Mr. Mark Brown, Superintendent
Town of Holyoke
407 East Denver Street
Holyoke, CO 80734

Brown:

April 20,

1999

Bill Owens
Governor

Greg E, Walcher
Executive Director, DNR

Peter H, Evans
Director, eweB

(.

Colorado Water Conservation Board
Department of Natural Resources
1313 Sherman Street
Denver, Colorado 80203
Phone: (303) 866-3441
FAX: (303) 866-4474

STATE OF COLOMDO

.
