Recommendations from <br />slaff and the advisory committee are pres.ented to the directors of DWR and <br />DFG for approval. <br /> <br />ProjectslProgramFunded: This agreement between DFG and USBR <br />implements measures to reduce. offset, or replace direct losses of chinook <br />salmon and striped bass in the Delta as a result of Tracy Pumping Plant <br />diversions. -', <br /> <br />Selection Criteria: A Committee composed of representatives from USBR, <br />DFG. and USFWS screens project proposals. Projects are funded upon <br />recommendation by DFG Director to USBR: <br /> <br />projectslprogram Funded: Projects to restore salmon populations <br />through habitat restoration and breedjng, and projects which provide publiC <br />education on the importance and biology of salmon. Examples of eligible <br />restoration projects include spawning gravel restoration. bank stabilization <br />to prevent siltation in streams, riparian revegetation, barrier modification to <br />improve fish passage, installation of fish ladders and screens. and <br />short-term salmon breeding. <br /> <br />'Selection Criteria: Projects are evaluated based on benefits to fishery <br />resources, need for work in a particular watershed for target species. and <br />project costs. Project proposals are evaluated and prioritized tirst by DFG <br />staff. Projects for salmon habitat restoration and breeding considered for <br />fUnPing are senLto tlie Commercial Salmon Trollers Advisory Committee. <br />There are two subaccounts in the program. (1) Commercial Salmon Stamp <br />Dedicated Account, and (2) Augmented Salmon Stamp Dedicated Account. <br />, The Commercial Salmon Stamp Dedicated Account is statutorily directed to <br />salmon breeding. Expenditures from the Augmented Salmon Stamp <br />Dedicated Account must meet the recommendations of the Commercial <br />Salmon Trollers Advisory Committee. Projects for salmon habitat <br />restoration may also be funded under Proposition 70. Project proposals are'initially reviewed by DFG <br />and then sent to the- Commercial Salmon Trollers Advisory Committee and <br />to the Proposition 70 Subcommittee (a six-member gtoup representing the <br />Commercial Salman Trollers Advisory Committee and the California ' <br />Advisory Committee {)n Salmon, and Steelhead Trout) for funding <br />consideration. Final approval for funding is by the Director of DFG. <br /> <br />1 State of California: $60 million (t:ontinuous appropriation) from Proposition 204; local agencies: $30 million pledge by MWDSC for 3 years (MWDSC has already given $20 million and <br />plans to give the remaining $10 million); one time contributions from include following, (1) Santa Clara Valley Water District $500,000, (2) East Bay Municipal Utility District $500,000, (3) <br />Alameda County Water District $100,000, (4) San Francisco Public Utilities Commission $500,000, and Confra Costa ~ter District $100,000; and federal government: matching funds <br />d(:pending on congressional appropriations. . The last round of funding (November 1996) for Category III had $10 million available for distribution.' . <br />2 This money is not available ~ntil a programmatic E!R1EIS is completed and a state-federal cost sharing agreement is implemented. The programmatic EIRlEIS is scheduled to be <br />completed in late 1998. , <br />3 GenerallY, the $15 million funds projects with long-term benefits to fish, while the annual account funds projects to replace fish lost annually at the pumping plant. By 1996, DWR had <br />allocated all of the $15 million and had spent about $6 million in annual mitigation projects. - .
