<br />"- ' <br />. .. <br /> <br />I <br />(Ju0594 <br />I <br />i <br />I <br />i <br />I <br />I <br /> <br />-., <br /> <br />FINAL DISCUSSION PAPERl <br /> <br />Technical Work Group Meeting <br />March 17-18,1998 <br />Phoenix, AZ <br /> <br />SCIENCE ADVISORY BOARD <br /> <br />INTRODUCTION I <br /> <br />The final Envirpnmental Impact Statement on the Operation of Glen Canyon Dam (GCDEIS, p. <br />I <br /> <br />37-38) calls for the SeJretary of the Interior to establish Independent Review Panel(s) (IRPs) to: <br />I <br />I <br />(1) annually reyiew resource specific monitoring and research programs initiated by the Grand <br /> <br />Canyon MonitJring and Research Center (GCMRC); <br />I <br />(2) make recoJmendations to the Adaptive Management Work Group (AMWG) and the <br />I <br />GCMRC on th~ long-term monitoring and research program regarding priorities, integration, <br />I <br />I <br />I <br />I <br />and management; <br />I <br />(3) conduct a five-year review of monitoring and research protocols; and <br /> <br />(4) provide othlr such scientific and technical advice as may he requested by the GCMRC, <br />I <br />I <br />I <br />the AMWG, or the Secretary. <br />I <br />I <br />The GCDEIS goes on :to say that the IRPs should "... be comprised of qualified individuals not <br />! <br /> <br />otherwise participating in the [GCMRC] long-term monitoring and research studies." <br />I <br />GCMRC has rysponded to the GCDEIS call for IRPs by: <br />I <br />I <br />(1) Establishink an independent, external peer-review process for all proposals received by <br /> <br />GCMRC and scientifil reports resulting from GCMRC activities.
