INTRODUCTION I

The final Envirpnmental Impact Statement on the Operation of Glen Canyon Dam (GCDEIS, p.

37-38) calls for the SeJretary of the Interior to establish Independent Review Panel(s) (IRPs) to:

(1) annually reyiew resource specific monitoring and research programs initiated by the Grand

Canyon MonitJring and Research Center (GCMRC);
I
(2) make recoJmendations to the Adaptive Management Work Group (AMWG) and the
I
GCMRC on th~ long-term monitoring and research program regarding priorities, integration,
I
I
I
I
and management;
I
(3) conduct a five-year review of monitoring and research protocols; and

(4) provide othlr such scientific and technical advice as may he requested by the GCMRC,

the AMWG, or the Secretary.

The GCDEIS goes on :to say that the IRPs should "... be comprised of qualified individuals not

otherwise participating in the [GCMRC] long-term monitoring and research studies."

GCMRC has rysponded to the GCDEIS call for IRPs by:
