owners bank. Wheeled water is assumed to reach Lake lolead where
it is credited to the users bank. If the source of the wheeled
water is not current hydrology between Glen and Hoover then gains
in the HYDRO.DAT file must be edited, or system uses i.n the
CONUSE.DAT file must be edited, or "Powell Target release"
changed on Screen 6 and reduce Upper Basin use in the CONUSE.DAT
file.
