Average annual damages without the project are estimated at $251615. <br />vlith the project installedl these damages will be reduced to $117251 <br />a reduction of 93 percent. The average annual primary benefits accruing <br />to the floodwater-retarding structure are $221740. The ratio of the <br />average annual primary benefits ($221740) to the average annual cost <br />of the proposed structure($161447) is-l.3S to 1.00. <br /> <br />: Figure 1 shows the area subject to damage without the project <br />and the area remaining subject to flooding after the project is <br />installed. <br /> <br />Operation and Maintenance <br /> <br />The land treatment measures installed on public rangeland will <br />be maintained by the Bureau of Land Management. Funds for thi swill <br />be other than those provided by Public Law 566. The land treatment <br />measures on privately-owned agricultural land will be maintained by <br />the individual landowners or ope.rators of the fams and .ranches on which <br />the measures are installed; <br /> <br />The watershed project sponsors will be responsible for operation <br />and maintenance of the floodwater-retarding structure and the existing <br />Indian Wash flood channel. The average annual cost of this is estimated <br />at ~11S87 for the structure and $500 for the flood channel for a <br />total of ~21387. <br /> <br />Provisions for Financing <br /> <br />The City of Grand Junction will be the contracting local organization <br />and with Mesa County will provide the necessary funds for the costs <br />involved in administration of the construction contractl in obtaining <br />land, easements, and rights-of-way, and in accomplishing operation and <br />maintenance. These funds will be obtained from the allocation of a <br />portion of the annual funds presently derived through the normal taxation <br />powers of these public agencies. <br /> <br />
