( <br /> <br />.. <br /> <br />.- <br /> <br />l <br /> <br />( <br /> <br />j' <br /> <br />- 21 - <br /> <br />Mesa County and the City of Grand Junction will provide the <br />necessary funds for the costs involved in the administration of the <br />construction contract ($600) and in obtaining land, easements, and <br />rights-of-way ($380). Most of the land to be occupied by proposed <br />structure IW-l is Federal rangeland under the jurisdiction of the <br />Bureau of Land Management, and as such will be provided without <br />cost. The remaining easements on privately-owned land will be <br />acquired by Mesa County and the City of Grand Junction under exi sting <br />authority. The legal costs involved are estimated at $100. <br /> <br />The services of technical specialists Will be provided by the <br />Soil Conservation Service to assist in designing structures, preparing <br />and interpreting plans and specifications, checking and assisting <br />in issuance of bids, supervising construction, preparing contract <br />payment estimates, making final inspections, executing certificates <br />of completion, and performing related duties in the establishment of <br />the proposed floodwater-retarding structure. <br /> <br />The City of Grand Junction will be the contracting local <br />organization. <br /> <br />A written agreement will be entered into between the Commissioners <br />of Mesa County, the City of Grand Junction, and the Supervisors of the <br />Upper Grand Valley Soil Conservation District, as sponsors, outlining <br />the responsibilities that each organization will assume in connection <br />with the installation and proper functioning of the project. <br /> <br />PROVISIONS FOR OPERATION AND MAINTENANCE <br /> <br />Land Treatment Measures <br /> <br />The land treatment measures for watershed protection on privately- <br />owned lands will be maintained by the individual landowners or <br />operators of the farms and ranches on which the measures are applied <br />under agreement with the Upper Grand Valley Soil Conservation District. <br />Representatives of the District and the Soil Conservation Service <br />will make periodic inspections of the land treatment measures to <br />determine maintenance needs and will encourage owners and operators <br />to perform necessary maintenance. <br /> <br />The land treatment measures installed on Federal rangelands will <br />be maintained by the Bureau of Land Hanagement. Funds for this will <br />be other than those provided by Public Law 566. <br /> <br />
