<br />" <br /> <br />( <br /> <br />., <br /> <br />.. <br /> <br />.. <br /> <br />( <br /> <br />l <br /> <br />). <br /> <br />- 20 - <br /> <br />. <br /> <br />Land Treatment Measures <br /> <br />The land treatment measures for watershed protection itemized in <br />Table 1 will be applied on privately-owned agricultural lands and on <br />Federal xangelands..:--The measures on.privately-owned lands will be <br />installed over a three-year period by farmers and ranchers in cooperation <br />with the Upper Grand Valley Soil Conservation District. The cost of <br />applying these measures will be borne by the owners and operators of the <br />land. It is expected that they will be reimbursed for a portion of this <br />cost through the Agricultural Conservation and-other applicable Federal <br />programs. Technical assistance for the planning and installation of <br />the needed land treatment will be provided by the Soil Conservation <br />Service through the Upper Grand Valley Soil Conservation District. <br /> <br />An accelerated program of land treatment on Federal rangelands will <br />be installed over a two-year period by the U. S. Bureau of Land Manage- <br />ment. The cost of applying these measures will be borne by Public Law <br />566 funds and regular funds available to the Bureau of Land Management. <br />Technical assistance for the planning and installation of the measures <br />will be provided by the Bureau of Land Management with Public Law 566 <br />funds providing for the acceleration of technical assistance. <br /> <br />. <br /> <br />Structural Measures <br /> <br />The floodwater-retarding structure IW-l will be installed by <br />contract let by the City of Grand Junction, who Hill be the contracting local <br />organization and will assume all duties and responsibilities as required <br />by the Act. Construction will be started when Federal funds are available <br />and the sponsors have: (1) obtained and recorded necessary land <br />easements or deeds;. (2) executed project agreement for construction of <br />the works of improvement; and (3) executed proper maintenance and <br />operation agreements. It is expected that the structural measures will <br />be installed and operating by the end of the third year following <br />project approval. <br /> <br />The two-year program of land treatment installation proposed by <br />the-Bureau of Land Management assures compliance with the provisions <br />of the Act requiring that not less than 75 percent of the required land <br />treatment measures will be installed or their installation commenced <br />on any sediment source or excessive runoff areas that constitute a serious <br />hazard to the satisfactory design, operation, or maintenance of the <br />proposed structure. <br /> <br />. <br />
