Both Mr. Wetmore and Mr. <br />Philipsborn had experience with assisting local governments with community flood <br />mitigation plan development, post-flood acquisition and relocation projects, and workshop <br />management. They were tasked with providing pre-workshop support, evaluating the <br />agenda, soliciting the participation of other qualified practitioners and local officials, and <br />serving as speakers. Contracts were finalized and work began in late December. Each <br />consultant was authorized to conduct approximately 80 hours of professional services. <br /> <br />Mr. Wetmore was responsible for developing the workshop participant notebook, developing <br />and delivering an opening plenary session describing the community planning process, and <br />organizing several panel sessions to be composed of experienced practitioners and local <br />officials. <br /> <br />Mr. Philips born was responsible for developing concurrent workshops where local officials <br />would present their experience in developing a buyout program to an audience of <br />practitioners, support program resource personnel, and other communities facing similar <br />circumstances. <br /> <br />
