Developing an
agenda without an overall framework may lead to a disconnected series of workshop
segments that do not maximize opportunities. The overall framework will help produce the
most effective workshop possible.

Suggestions
Numerous workshop goals and formats are available. The nature of the situation will often
help to determine the appropriate framework. At a minimum, representatives of the
affected communities should be brought together with experienced practitioners, local
officials, and representatives of as many technical and financial resources as possible. The
format and interest level should be varied. The target communities will likely want to hear
success stories, receive technical and financial assistance eligibility and timing information,
and be informed as to what other communities facing similar situations are doing. They
will also be looking for the opportunity to network with others attending the workshop, and
to have some time to seek one-on-one assistance for their particular situation. The
workshop should include plenary and/or concurrent workshop sessions, lectures, videotapes,
distribution of publications, and even a field trip, if appropriate.

Setting the Framework for the Davenport Workshop
The Workshop Development Team established several fundamental goals and concepts for
the conference early on. These included:

· The workshop should provide local, state, and federal governments, and voluntary
agencies with the information they need to develop, fmance, implement, and manage
an acquisition and relocation program;
