Summary

.. Fountain has been faced with explosive growth
in recent years that is likely to continue.

. We have tried to do the right things in order to
respond to this growth, as detailed previously.

. Pueblo's RICO seriously jeopardizes the City of
Fountain's financial health and its future. This
filing will further impact Fountain's largely
working class population that has already
experienced large water rate increases.

Conclusion

. As Utilities Director, my job is to plan for growth,
while at the same time providing a high quality,
. affordable commodity to my customers. Pueblo's
RICO filing seriously compromises my ability to
accomplish this goal for the City of Fountain. The
citizens of Fountain will be the ones who ultimately
pay the price for this recreational amenity.
· The CWCS staff recommendation of 100 cfs with a
priority date of 7-1-2001 goes a long way toward
solving many of our concerns.
