RICD Impact on the
City of Fountain

" Fountain will lose over 50% of its available
reusable wastewater return flows as a result of
its junior exchange decree.
. If the RICO is found to be senior to Fountain's
exchange filing, this would ensure an
additional loss of 1,492 af to Fountain.
. Total lost water in year 2040 equals 5,257 af
(3,765 af + 1,492 af).
. Likely response: purchase additional agricultural
and western slope water rights in conjunction
with additional storage and infrastructure.

Potential Ramifications

· Fountain's Overall Water Department 2002
Budget is $4,728,000.
· To replace the lost water caused strictly by the
City of Pueblo's RICO filing is $7,460,000.
· Scale back Pueblo Reservoir Reoperations and
Enlargement commitments, shifting burden to
others.
· Participation in SOS scaled back or eliminated.
· This could lead to the collapse of the RWIA,
which could have dire effects not only to
Fountain but to our other RWIA partners.
