<br />,'-... <br />':' .. <br /> <br />Exhibit A <br />SCOPE OF SERVICES <br />As-Needed Engineering Services Program <br />Crystal River Floodplain Delineation Study <br />Colorado Water Conservation Board <br /> <br />May 28, 2003 <br /> <br />CONSULTANT <br />For the purposes of this Scope of Services (Study), the consulting engineer shall be ICON Engineering, Inc. <br />(Consultant), The Colorado Water Conservation Board (CWCB) is the Study Sponsor. The maximum State <br />funding to be paid to the Consultant for this Study is $ ( _ Dollars)~ <br /> <br />SUMMARY OF REQUESTED WORK <br />The Consultant shall perform data collection; GPS field surveys, topographic map checking, hydrologic review, <br />hydraulic analyses, report writing, digital map preparation and other tasks necessary to complete a floodplain <br />delineation study on the Crystal River within Gunnison County, Colorado, <br /> <br />AUTHORITY <br />According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water Conservation <br />Board has the power and duty: <br /> <br />"... to devise and formulate methods, means and plans for bringing about the greater utilization <br />of the waters of the state and the prevention of flood damages therefrom . . ." <br /> <br />STUDY LOCATION AND DESCRIPTION <br />The CWCB has been working in conjunction with Gunnison County officials to address floodplain mapping <br />priorities within the County, and has identified the Crystal River as one of the top mapping priority areas. The <br />study reach is the mainstem of the Crystal River with a downstream study limit located at Gurmison County <br />Road 3 at the US Forest Service Boundary (downstream of the town of Marble). The upstream study limit is at <br />the confluence with Lost Trail Creek (upstream of the town of Marble). The total study reach length has been <br />estimated to be 4 to 4.5 miles. <br /> <br />OBJECTIVE <br />The Study objective is to develop a floodplain information report and floodplain maps to document the flood <br />hazards for said study reach of the Crystal River. The professional services will include the following major <br />tasks: <br />. Research and data collection, <br />. GPS field surveys to verify base topographic mapping and to obtain geometry of hydraulic structures <br />(bridges/culverts) within the study reach. (Gunnison County has reported 4 bridges within the study <br />reach.) <br />. Hydrologic analyses using Flood Flow Frequency of existing streamflow gage records (Cyrstal River at <br />Marble, Crystal River near Redstone, Crystal River above Avalanche Creek at Redstone) to generate <br />peak discharges for the 10-, 50-, 100-, and 500-year flood frequencies along the study reach. <br />. Detailed hydraulic analyses using HEC-RAS to compute 10-, 50-, 100- and 500-year flood profiles for <br />the study reach. <br />. Detailed hydraulic analyses using HEC-RAS to compute a I-foot rise floodway (using accepted <br />methods) for the study reach <br />. Delineation of the 100-year floodplain limits and the I-foot rise floodway for the study reach <br />. Preparation of digital (GIS) floodplain maps for the study reach using FEMA's DFRIM Guidelines and <br />Specifications. <br /> <br />1 <br /> <br />~ ?;;ti~ <br />
