<br />Environmental Consequences/Mitigation: Any trees to be cut and removed over five <br />inches DBH will be marked and cruised by the RGFO Forester. Trees between 5 to 12 inches <br />DBH are considered firewood and trees over 12 inches DBH are considered sawtimber. These <br />trees will be purchased with the proper BLM vegetative permit. Firewood will be purchased at <br />$10/cord and sawtimber at $25/MBF. <br /> <br />HYDROLOGY/WATER RIGHTS <br /> <br />Affected Environment: Based on 28 years of records, the Arkansas River at this <br />location has an average annual peak flow of2,590 CFS with a historic high flow of3,950 CFS. <br />Peak flows usually coincide with the spring snowmelt period in early June. There are no water <br />rights associated with this property. <br /> <br />Environmental Consequences/Mitigation: The Proposed Action would result in a <br />minor amount of increased runoff due to the development and hardening of the site. The <br />proposal has mitigation built into it that would result in no impact to the hydrology of the <br />uplands. The in channel structures are mainly located on adjacent private property, but some <br />work would take place on BLM lands; specifically approximately half of the grade control <br />mattress and an eddy enhancement at the lower river access point. These structures have been <br />designed by a reputable whitewater park designer and would withstand most high flows that can <br />be expected at the location. ill order for this project to get approval from other agencies, the <br />proponent would need to get a Phase II, Storm Water Discharge permit from the State of <br />Colorado, and a 404 Permit from the Army Corps of Engineers. Overall, the Proposed Action <br />and No-Action alternative would have very little impact to the hydrology of the area. <br /> <br />Currently, there are no water rights associated with the river in this area. There is a movement <br />by Chaffee County to acquire water rights for the existing whitewater structures in Buena Vista <br />and Salida. No structures being proposed on BLM land would qualify for a water right. <br /> <br />REALTY AUTHORIZATIONS <br /> <br />Affected Environment: The project is within a previous Federal land withdrawal <br />reservation for a water power site by executive order #92. <br /> <br />Environmental Consequences/Mitigation: This withdrawal constitutes a prior existing <br />right, superior in right to the proposed project, making this project subordinate in right. See <br />below Master Title Plat (MTP). <br />
