1992 now Creel Census

· Surveys were conducted in April and May then again in September.
· Focused on Arkansas River anglers, including bait anglers, lure anglers, and fly anglers.
· Included flows ranging from 270 cfs to 1500 cfs.
· Total of 1,514 anglers provided information regarding flow preferences.

1994 Focus Group Meeting

· Small group of local users convened in November 1994 to discuss flow needs for river
recreation.
· Group included boaters and anglers.
· Participants were asked to each individually complete a brief questionnaire regarding
flow preferences.
· The group also participated in an open discussion regarding flow preferences for specific
recreation activities.
· A total of 19 individuals participated in the meeting.

4.2. Reservoir Recreation Data

Information on water needs at each of the ~ain reservoirs in the basin was obtained through
an on-site user survey. Surveys were conducted at Turquoise Lake, Twin Lakes and Pueblo
Reservoir in 1994. Surveys were conducted at Clear Creek Reservoir and again at Pueblo
Reservoir in 1995. A copy of the survey questionnaire used is included in Appendix B.

The reservoir survey was designed to evaluate user preferences regarding specific reservoir
water surface elevations and to docwnent any relationships between reservoir water level
and recreation experiences. User interviews were conducted during several weekends
throughout the summer season representing different reservoir levels at, each of the four
reservoirs. Surveys focused primarily on weekend days to maximize user encounters and
increase the overall sample size.

A total of 1,300 users were contacted during the course of the survey (477 at Turquoise, 429
at Twin, and 394 at Pueblo). The specific reservoir elevations sampled and the number of
users interviewed are listed in Table 4.4. The spillway elevation for each reservoir
(representing full pool) is also identified for the purpose of context.

Water levels sampled at Turquoise Lake ranged from 9869 to 9845 , a difference of 24 ill
vertical elevation. At Twin Lakes, the sampled reservoir elevations ranged from 9189 to
9196 , a difference of 10. At Pueblo Reservoir, the sampled reservoir elevations ranged
from a low of 4839 to a high of 4881 , a difference of 42 . Sample size for each reservoir
water level ranged from a low of 16 people to a high of 127 people.

Arkansas River Water Needs Assessment
Recreation Report - Draft

Page 9
September 20, 1996
