July 2, 2007
Report from the IBCC Representatives
Bill Trampe discussed the IBCC meeting that tools place in Montrose. The morning session was a
discussion about the AG's office and the state engineer's office worlting together to develop a
process and plan for administering the compact call. He said it was impartant for the Roundtables to
stay abreast of what those offices were doing and to offer any information so they don't get
blindsided down the line. Ted Kuwalslti from CWCB and Rick Brown discussed water supply study
and scoping of that process. Once they had a document they would circulate it to the Roundtables
for their input. The next IBCC meeting would be in Montrose on August 6.
The Educational Outreach Committee was developing a website that was almost up and running that
would contain a page for each Roundtable. Pete Kasper got a request for pictures for the website,
and thought the deadline for submittal was August 1. The DNR staff were initiating the information
about the Roundtables, and then later it would be available for the Roundtables to edit.
Guidelines and criteria for SB 179 money were discussed.
Bill told the GBRT that they would be expected to give a report to the IBCC at the August meeting
in Montrose. Content and format was at the discretion of the Roundtable.
Marc Catlin discussed the website as well, and said that each Roundtable would declare an education
liaison that would provide information for the website. It was agreed that the appropriate person for
this position was Pete Kasper.
Marc said that there was a discussion about the water supply reserve account. Poor projects were
being approved by the Roundtables, and being forwarded to the State. The GBRT's process was
highly thought of and recommended by the IBCC and CWCB and Marc congratulated the Project
Steering Conmlittee for their work. As of the last IBCC meeting there had been $70,000 spent out
of Basin fund and competition for the money was increasing.
Report from the Educational Committee
Pete Kasper offered that he felt it his responsibility to provide pictures from GBRT to the DNR for
the web page, and asked for input from the Roundtable. All pictures to be considered should be sent
to Pete for consideration.
Report from the black Canyon Quantification Committee
David Baumgarten said that despite significant work done by the Colorado River District, he felt
very little had been accomplished. He was be~innin~ to despair malting any progress with the State.
He said that a status conference was held, and the trial date was set for early summer of 2009. There
was also a mediation process that had been initiated. Wayne Schieldt spoke for that State and told
the Roundtable that he thought the State had made a significant effort to resolve the issues on the
table.
Gunnison Basin Water Needs Assessment
A spread sheet was distributed by the Needs Assessment Committee and was discussed by the
Roundtable members. Mike Gross described the memo as an update on actions that had been
taken on Tasks 1, 2, 3 and 6 and discussed various issues surrounding the various tasks. There
was a need for a focused meeting as soon as possible with the Needs Assessment Committee to
discuss various issues including what the final report should look like. Mike will be contacting
the committee to have the meeting.
3
